Voices from across the region come together for the 11th Annual Poudre River Forum, recognizing the people, places, actions, and discoveries that have shaped – and continue to shape – the basin for generations to come.

Poudre Pioneer Winner

Dale Trowbridge has worked and played in the Poudre Basin for over 50 years. He has worked for the New Cache La Poudre Irrigating Company (Greeley No. 2 canal) and the Cache La Poudre Reservoir Company (Timnath Reservoir) for over 32 years. He was also instrumental in the development of the Lower Poudre Augmentation Company, which augments farm irrigation wells to allow farmers to continue to provide water for their crops.  New Cache services 32,000 acres of irrigated land in Larimer and Weld Counties. Besides management of the facilities, staff and water portfolio of the companies during his time with the company he has been involved with many projects including construction of the Cornish Plains Reservoir and pump facilities in 2005, providing additional storage of 3000 acre-feet of water and increased efficiency of the canal system, construction of the New Cache Agricultural Pond 1, a 10 acre lined pond for augmentation, irrigation and industrial uses, developing the Lower Poudre Augmentation Company augmentation plan culminating in a decreed plan with adequate water and facilities to allowing area farmers to continue to pump their irrigation wells. This project included the Harmony 25 Reservoir and pump facility and several recharge sites. Following retirement in early 2025, he has been retained as a consultant for the companies.

Dale has served in many capacities within the Poudre basin.  He is a past director of the Cache La Poudre Water Users Association. He served as secretary of the Weld County Underground Water Users Association. The association oversees about 550 irrigation wells that are a part of a decreed plan.

He was a steering committee member and group member of the Poudre Runs Through It study/action group in affiliation with the Colorado Water Institute. The PRTI is a diverse, basin-wide group seeking to develop ways for agricultural, urban and environmental interests to make the Poudre a “healthy, working river” and is now a program of the Cache la Poudre River National Heritage Area.

Dale was appointed as a Director of the Northern Colorado Water Conservancy District and Subdistrict boards in 2014 as a Weld County representative.  Dale currently serves as Vice-president of Northern Water and as chairman of the Business and Finance Committee.

In 2013, Trowbridge received the Conservationist of the Year award from the West Greeley Soil Conservation District. In 2023, Dale received the Headgate award from the Four States Irrigation Council for his active support of irrigated agriculture and contributions to water resource development.

Dale graduated from Eaton High School in Eaton Colorado in 1977 and from Colorado State University in 1981 with a Bachelor of Science degree in Agricultural Industries Management. He and his wife, Marsha, have been for over 45 years. They live near Eaton and have three married children and seven grandchildren. Dale and Marsha enjoy antiquing, traveling and finding lesser-known areas to explore.

Zach Thode

Moderator: Zach Thode is the owner of The Forks Mercantile and has worked on ranches in the rural community of Livermore from elementary through college.

Zach graduated from Colorado State University, with a degree in agricultural engineering. After college, he found work as a construction laborer and advanced to management, spending six years engaged in the construction of municipal water treatment facilities across Colorado and Wyoming. For another five years, Thode designed large scale irrigation systems.  Zach now manages a large cattle ranch in Livermore, while also continuing in Graduate school, representing the BigIron Auction company, and free-lance consulting. He also owns The Forks Mercantile in Livermore. A wife and 4 young children keep Zach focused on the future.

Sabrina Stoker

Sabrina Stoker is the Executive Director of the Cache la Poudre River National Heritage Area.

Sabrina Stoker is an accomplished leader with expertise in capacity building, sustainability planning, and organizational growth for nonprofit organizations. With over twenty years of proven success in fostering system-level partnerships, driving organizational expansion, and ensuring fiscal sustainability, Sabrina holds a master’s degree in Human Service Leadership from Liberty University and is a certified Professional in Human Resources.

Currently serving as the Executive Director of the Cache la Poudre River National Heritage Area, Sabrina has concentrated on strategies to enhance organizational resilience and uplift regional partners. Her deep passion for the Poudre River and its history of innovation fuels her commitment to keeping it sustainable for future generations. She has led advocacy efforts by collaborating with both regional and national partners to secure the congressional reauthorization of the National Heritage Areas Act, effective January 2023. Her leadership aims to attract funding to the region through the NHA’s designation and position the organization as an economic driver, supporting small businesses and local agricultural producers. Sabrina’s dedication ensures that the river remains a thriving natural resource for years to come.

Jean Lever is the Northern Tributary Coordinator at Colorado Division of Water Resources.

David Bridge is the Lead Water Commissioner District 3 at Colorado Division of Water Resources.

Whitney Coulter is an Esquire at Fischer, Brown, Bartlett, Larsen, and Irby, PC.

Whitney earned undergraduate and graduate degrees in journalism before attending the University of Denver’s Sturm College of Law. She clerked for Retired Chief Judge Hartmann in Water Division One before joining Fischer Brown in 2018. Whitney’s practice consists of transactions and litigation related to water rights and real property. She and her colleagues represent a variety of clients, including individual water right holders, ditch and reservoir companies, municipalities, and water user associations.

Brad Wind is the General Manager at Northern Water.

Bradley Wind was promoted to general manager in 2018, the sixth general manager in the history of Northern Water. He has worked at Northern Water since 1994 serving as an engineer and deputy manager of operations. Wind has several degrees from Colorado State University – a bachelor’s in civil engineering and agricultural engineering, and a master’s in business administration. He also has a master’s degree in agricultural engineering from the University of California at Davis.

Gary Wockner, Ph.D. is the Executive Director and Spokesperson for Save the Poudre.

Gary is an ecological scientist, activist, and writer, and has been active in environmental issues for 25 years. Gary serves as the Executive Director and Spokesperson for Save the Poudre. Gary helped co-found the group and works intensely on a variety of river-protection issues in Colorado and across the planet.

Brent Waller is the President and partner of Front Range H2O.

The past twenty-five years Mr. Waller has invested, developed, and owned projects that include industrial wastewater and municipal water projects, as well as water rights and water pipeline development. He spent the previous nine years as an executive with a Forbes 100 private family investment office of AG Hill-Hunt, investing in water technologies and real estate.  For the past five years he has been the President and partner of Front Range H2O, owner of the VITA H2O Project in northern Weld County, Colorado. He is also a partner in several water technology companies focused on industrial and municipal solutions for beneficial reuse.

Tad Moen is the General Manager at North Poudre Irrigation Company.

Darren Parkin is the Halligan Reservoir Program Manager.

Darren Parkin is the Program Manager for the Halligan Water Supply Project at Fort Collins Utilities. With over 27 years of experience, he has facilitated planning and capital infrastructure efforts for both groundwater and surface water projects in Colorado and Wyoming, within the Laramie and Poudre River drainages. He has represented both agricultural and municipal interests and has also worked within state and local government to meet regional and localized water supply needs for both water quantity and quality.  Outside the office, Darren is never too far removed from water, enjoying fishing in the summer and the slopes in the winter.

MaryLou Smith is retired from Colorado State University’s Water Center.

MaryLou’s mission is to bring a diversity of people together to work through conflict to creatively solve problems.

At the CSU Water Center, she convened and facilitated stakeholders in conflict over water policy in Colorado and the seven Colorado Water Basin states. In that role, she was instrumental in launching The Poudre Runs Through It Study/Action Work Group, the Poudre River Forum, and Water Literate Leaders of Northern Colorado. To bring greater ethnic diversity to Colorado water events and encourage ethnically diverse students to pursue water careers, she formed a group called CSU Water Sustainability Fellows.

In retirement, MaryLou has turned her attention from water to immigration. She founded Hispanic Women’s Farming Proyecto which for six years has provided opportunities for local women to gain confidence and earn money for their families by growing and selling vegetables. She chairs the Immigration Justice Team at Foothills Unitarian Church. She believes that democracy is for all of us, and that we must bridge gaps between conservatives and liberals to fight together to preserve it.

MaryLou grew up on a cotton and alfalfa farm irrigated with groundwater in eastern New Mexico. She earned a master’s degree in educational psychology from New Mexico State University. She served 35 years as vice president and co-founder of Aqua Engineering, Inc. an irrigation design firm with regional and international projects. She served 12 years on the City of Fort Collins Water Board.

MaryLou has given presentations on water policy collaboration in places as diverse as Tehran, Iran and Wray, Colorado!

Susan Perez works in Water Resources at the City of Thornton.

Susan has worked in Water Resources at Thornton since 1986, in the Cenozoic Era. Her passion is being involved with the protection and operation of the city’s diverse water rights portfolio. In addition to Water Court applications and opposition, Susan works on decree implementation and ditch company duties. She is inspired by the glory of creation and loves trail running and cycling.

Eric Potyondy is the Senior Assistant City Attorney at the City of Fort Collins.

Eric Potyondy has been practicing water law in Colorado since graduating from the University of Colorado Law School in 2006. After clerking for the Water Judge at the Water Court in Greeley for two years, Eric practiced at a small water law firm for six years before returning to his hometown to work as the in-house water resources attorney for the City of Fort Collins. Eric now lives in Fort Collins with his wife, two young boys, a small herd of bikes, a few skateboards, and piles of books.

Karlyn Armstrong is a Water Resources Specialist with Colorado Water Trust.

Karlyn serves as a Water Resources Specialist with Colorado Water Trust, where she facilitates projects that put water into Colorado’s rivers. She began her career at the Colorado Division of Water Resources, where she supported Colorado water administration and water court proceedings. She later served as Senior Water Resources Engineer and Water Project Mitigation Coordinator at Colorado Parks and Wildlife, working with water project proponents to balance ecological objectives with water supply development while also supporting strategic water rights and engineering projects. Karlyn holds a B.S. in Civil Engineering from the Colorado School of Mines and an MPA from the University of Colorado Denver.

Leah Hubbard is the Deputy Director of Water Resources at the City of Greeley.

Leah is a dedicated water resource professional with a foundation in science, public administration and law. She earned her Bachelor of Science in Watershed Science from Colorado State University, where her lifelong passion for water resource management took root. To complement her technical expertise, Leah pursued a Master of Legal Studies at Arizona State University, specializing in environmental and water law.

With a unique blend of scientific knowledge and legal insight, Leah is committed to shaping sustainable, long-term water policies that balance ecological integrity with community needs. Her goal is to drive innovative solutions that protect water resources for future generations.

Nathan Baker is a Senior Water Resources Engineer at Northern Water.

A graduate of Colorado State University, he worked in irrigation research and water resources consulting before joining Northern Water. His work at Northern Water includes managing water court involvement, development of district-wide tracking and accounting methods, and assisting with inter- and intra-state water matters.  Outside of work Nathan enjoys camping, hiking, and traveling the West with his wife and five kids.

Mr. Brown has practiced with Fischer, Brown, Bartlett, Larsen & Irby, P.C. since 1999. Since joining the firm, he has worked extensively on water quantity, water quality and real property matters. He has successfully represented clients in all of these areas, but the focus of his practice is representing a varied clientele before the Division No. 1 Water Court (South Platte Basin). Mr. Brown serves on the South Platte Basin Roundtable and is also on the steering committee and is a founding member of the Poudre River Runs Through It Study/Action group in the Poudre River Basin. Mr. Brown has also participated for over 20 years on Colorado Water Congress State Affairs Committee, and in this capacity has worked on water related legislation.

Prior to joining the firm, Mr. Brown clerked for the Honorable Walter Stauffacher in the District Court of Washington State. In this capacity, he served as the lead clerk on the original adjudication of water rights on the Yakima River Basin in Washington State (which is the equivalent of the Water Referee in the Colorado court system). Mr. Brown also served as a member of “Dividing the Waters” an organization of judges, masters and referees involved in the adjudication of water in the western United States.
